Requires certain contractual and purchasing preferences for vendors who reside within Georgia; defines Georgia resident business.  Includes "materialmen, contractors, builders, architects, engineers, and laborers." 

EFFECTIVE DATE:  Upon approval by the Governor or upon becoming law without such approval.
